Lookout Mountain board approves variance, amends budget and updates public-safety monitoring

Brooke Pippenger presented the financial report through September and then proposed an amended budget for the 2023–2024 fiscal year "in accord with state requirements." Commissioner Leavengood moved to accept the financial report and the motion was seconded by Commissioner Bentley; the board voted unanimously to approve the report. Leavengood again moved to approve the proposed budget amendment, Bentley seconded, and the amendment was unanimously approved. The transcript does not specify amounts or line-item changes for the amendment.
Commissioner Bentley reported that license-plate readers are in full operation monitoring the roads into the town to provide real-time notice of vehicles entering or leaving Lookout Mountain. He also asked that certain out-of-date police car radio equipment be declared surplus so it could be disposed of in accordance with state law. Commissioner Hailey moved to declare the equipment surplus; Commissioner Leavengood seconded, and the board approved the surplus declaration unanimously.
Commissioner Hailey reported that fencing at Senter Field has been replaced and that the town's flag football season is underway. Commissioner Leavengood, speaking for the Education Department, thanked departments for supporting the school carnival and announced the annual fall break will be Oct. 14–20.
Mayor Jones reported for Commissioner Valadez that leaf pickup and brush removal were proceeding after a brief delay caused by the school carnival set-up and recent storm damage related to Gulf hurricanes. The mayor said the back hoe mentioned at the September meeting has been acquired and is in service.
In Old Business the board took up the variance ordinance that had passed first reading at the September meeting. After brief discussion the board passed the ordinance granting the requested variance for Matt Maclellan on second and final reading; the transcript records the vote as unanimous. (The meeting record also notes elsewhere that Commissioner Valadez was absent earlier in the meeting; the transcript lists a seconder for this motion in the minutes text but does not reconcile that with the earlier absence statement.)
The meeting adjourned with no items of New Business. The board set its next regular meeting for Nov. 12, 2024.
