Port Clinton council adopts budget amendment, advances pathway grant, names SID representative and accepts August financials

Port Clinton City Council completed several routine but consequential items at its Sept. 9 meeting: council adopted a budget amendment, accepted the August financial report, moved a federal pathway grant ordinance to a second reading, and appointed a representative to a new downtown Special Improvement District.
On the budget amendment, Council adopted Ordinance 23-25 (amending Ordinance 14-25) by roll-call vote 7-0 after the Finance Committee recommended approval. The auditor told council the amendment reflects necessary new expenditures and revenue anticipated in the current year.
The council accepted the August financial report on a 7-0 vote after Beth Gillman moved to accept and Cathy King seconded. The August report was provided by Gabe Below and had been reviewed by the Finance Committee.
Ordinance 24-25, which would authorize the Director of Safety and Service and the Auditor to execute a grant agreement with the Federal Highway Administration for active-transportation infrastructure, received its first reading and was scheduled for a second reading on Sept. 23, 2025. Gabe Below said he met with stakeholders in Sandusky about the pathway; he described the project as continuing the pathway from Huron to Oak Harbor and called it "a great recreational and economic boom for the community."
Separately, the council considered formation of a Special Improvement District (SID) for downtown Main Street Port Clinton; Jerry Tarolli nominated Richard Morgan to serve as the council's member on the SID committee, a motion seconded by Pat Hovis. The roll-call vote resulted in six yes votes and one abstention (Mr. Morgan abstained), and the motion carried 6-0-1.
Other items: the mayor announced the city has closed on 201 Madison Street as the future site of a new City Hall and said an architect will inspect the building; the citywide fall cleanup is scheduled for Oct. 18; and the city will present a splash pad design at the Sept. 23 meeting. Council adjourned at 6:27 p.m.
Next steps: Ordinance 24-25 will be considered at the council meeting on Sept. 23 for its second reading; the splash pad design and any final cost breakdowns are also expected Sept. 23.
