P.C. Chair Daryl Anderson told the Planning Commission on April 8 that he was dissatisfied with redline delivery and the consultant’s last-minute revisions, saying the practice was ‘‘totally unacceptable’’ and harmed the commission’s ability to make informed decisions.
Minutes state that the first version of Article III was received March 3, 2025, but redline versions from McKenna for Articles III and VII were delivered on April 8, 2025 at 12:09 p.m., roughly seven hours before the meeting. Anderson said he would contact McKenna and conveyed a set of expectations for future interactions: McKenna representatives should attend future Planning Commission meetings; all proposed changes should be presented in redline format so commissioners can see what has changed; and proposed changes should be emailed to the chair the Thursday preceding the next P.C. meeting to allow seven days of review.
The minutes record Anderson’s criticism and the commission’s procedural concerns but do not show a formal vote or directive compelling McKenna to comply.
