Ossining trustees authorize contracts, fees and waterfront hearing; approve remediation access and cybersecurity testing

At its July 1 meeting the Village of Ossining Board of Trustees approved several financial actions and contracts and scheduled a waterfront public hearing.
The board approved voucher reports including a general voucher detail dated July 1, 2026 for $1,147,646.84 and an IBWTP (water treatment plant) voucher report for $1,910,430.42. Members moved, seconded and approved the voucher motions by voice vote as recorded in the minutes.
On capital and project work, the village manager was authorized to sign Supplemental Consulting Agreement No. 1 with Brayton Manning / Winner's Circle for final design work on the Route 9 Safety Improvements Project, with $50,000 in additional design funding provided by the New York State Department of Transportation. The board also authorized an access agreement with WB Spring on Main LLC to allow the company to enter four village parcels to carry out investigation and remediation work under the Brownfield Cleanup Program and to implement a long‑term site management plan under DEC/DOH obligations.
On cybersecurity, the board authorized the Village Manager to sign an agreement with Grid 32 LLC to perform network penetration testing consistent with the village RFP; the work will be funded by a previously approved $35,000 federal grant to identify cybersecurity vulnerabilities across municipal water, police and operations IT networks.
The board also approved an Austin Youth Bureau contract with the Friends of White Plains Youth Bureau to provide and oversee the Grandpa’s United program funded by Westchester County for calendar year 2026, with $16,666 in payment to the village. The board approved routine fire department appointments and several overgrowth assessments; each overgrowth assessment carried an itemized cost of $192 plus a 20% administrative fee ($38.40), totaling $230.40 per property, with unpaid amounts subject to lien and inclusion on the next tax levy if not paid within 30 days.
Lastly, the board authorized the Finance Department to assess a $5 per unit administrative fee for buildings covered by the Emergency Tenant Protection Act (ETPA). The minutes cite a notice to the village from New York State Homes and Community Renewal referencing an invoice of $5,840 based on a previous $20 per unit charge for 292 eligible units for fiscal year 2025‑2026; the surcharge notices to property owners are to be sent with a payment deadline of Dec. 1, 2026.
Many of these approvals were routine and carried by voice vote; several items (the waterfront planned permit hearing and the remediation access agreement) set the stage for forthcoming public review or site work.
