Port Clinton council adopts emergency ordinance to begin bidding for Waterworks Park splash pad site work

The Port Clinton City Council on Oct. 8 adopted Ordinance 27-25, authorizing the administration to advertise for bids and enter into a contract for site preparation for a future community splash pad at Waterworks Park. Council voted unanimously to waive the three required readings and retained the ordinance's emergency clause to accelerate the procurement process.
Council President Lisa Sarty presided over the special meeting held in the Linda Hartlaub City Hall Chambers. Earlier in the meeting, Council member Jerry Tarolli moved to appoint Beth Gillman as acting Council Clerk; Pat Hovis seconded the motion, which carried without objection.
Administration asked the council to consider adoption at first reading so bidding could begin quickly. Mr. Below, an administration staff member, outlined the proposed timeline: advertise for bids on Friday, Oct. 10, with a bid opening scheduled for Friday, Oct. 31, 2025, target contract approval the week of Nov. 10, and work anticipated to begin Dec. 1 and continue through the spring of 2026, weather permitting.
On the project's cost, "The engineers’ estimate of probable cost is $465,332.00," Mr. Below said. Council member Jerry Tarolli asked whether specialized contractors would be needed for the work; Mr. Below replied that the bid documents specify the required work and related qualifications.
Procedurally, Tarolli moved to waive the three readings of Ordinance 27-25; Avery Robinson seconded, and the motion carried on a 6-0 voice roll call (Mrs. Gillman, Ms. Phillips, Mr. Morgan, Ms. Hovis, Mr. Tarolli and Mr. Robinson voting yes). Tarolli then moved to retain the emergency clause; Robinson seconded and the council approved that motion 6-0. Finally, Tarolli moved to adopt Ordinance 27-25; Robinson seconded and the ordinance was adopted 6-0.
The ordinance authorizes and directs the director of safety and service to advertise for bids and enter into a contract for the site preparation services described in the ordinance. The administration intends to begin procurement immediately under the expedited schedule approved by the council.
With no further business, Council member Margaret Phillips moved to adjourn; Pat Hovis seconded and the meeting adjourned at 6:06 p.m.
