Council discusses vacating alley next to Fourth Street project; no vote taken

Councilors discussed Ordinance 26-25, which would vacate a north-south alley located between lots 4 and 5, Block 23 of the original plat. Jerry Tarolli asked whether the alley would be needed for Fourth Street construction or emergency vehicles; Mayor Mike Snider said it would not and described alleys’ historical purposes for access and deliveries. "There are some exceptions like utilities," the mayor said, adding that vacating alleys removes the city's maintenance responsibility.
A city staff member identified in the minutes as Ms. Shenker explained the petition process for an alley vacation: a petitioner must file a legal description and plat map, indicate whether abutting owners agree, and the petition must be published as legal notice for three weeks; if adjoining owners object a public hearing is required. Ms. Shenker noted utilities generally retain easements that cannot be covered.
No action was taken on Ordinance 26-25; the item was scheduled for third reading on Oct. 28, 2025.
