National City awards $13.1 million contract to build final Bayshore Bikeway segment

The City Council unanimously approved a contract award to Griffin Company for the Bayshore Bikeway Segment 5 and Connections project, a capital-improvement effort to build about 1.5 miles of separated bike facilities and close a loop around San Diego Bay.
Martha Juarez, assistant director for engineering and public works, told the council the bid schedule is detailed and the full contract award is $13,076,599. She said the project combines multiple funding sources — including Caltrans, the Active Transportation Program, a California Natural Resources grant for the 19th Street connector, Port of San Diego funds and other grants — and that construction should begin roughly one month after award.
The project is a long-running effort: staff said design and regulatory clearances (NEPA/CEQA) were completed years ago but alignment changes — notably a redesign to avoid Port property and instead route some alignment into marsh areas — added time and cost. Councilmembers acknowledged the higher bill but supported moving forward to avoid further delay; several members said completing this last segment is important to close the regional Bayshore Bikeway.
