National City Council holds closed session on city manager; no reportable action

The National City City Council met in a special session and moved into closed session to consider public employee employment related to the city manager, the council’s clerk said.
"We have 1, item for the closed session agenda. It is item 5.1, which is public employee employment pursuant to government code section 5 4 9 5 7 b b 1. And the position to be considered is city manager," the senior city attorney said during the open meeting announcing the closed-session item. The clerk then recessed the council to closed session.
The senior city attorney later reported out of closed session, saying there had been one item discussed regarding public employee employment for the city manager and that there was "no reportable action." The clerk then adjourned the special meeting.
The council’s roll call before the closed session recorded the attendance of Council member Yamane, Council member Rodriguez, Council member Molina, Vice Mayor Busch and Mayor Morrison; the clerk stated a quorum was present. No motions, votes, appointments or other formal actions were reported on the record at the meeting.
Because the discussion occurred in closed session under Government Code provisions for public-employee matters, the city attorney’s report was limited to whether reportable action occurred. The attorney stated none had been taken. The council did not announce any next public steps or set a public follow-up during the open meeting record.
