Council approves up to $15,000 as a trial for July 4 parade safety measures

Councilmember Martinell (speaker 3) and Councilmember Martineau (speaker 4) led a discussion on parade safety after a multi-agency meeting with the Chamber, public works and EPD. Martineau said parades have grown and that staffing and secure temporary barriers are necessary; she initially proposed $30,000 to cover two parades.
Parks staff described rental versus purchase trade-offs, government pricing discounts and an estimated 4,000 linear feet of barricades for Cole Street. Staff noted rental installation would be a multi-day process that could require street closures and coordination with other events scheduled for July 3's cruise. Staff also warned that deployment would take planning to minimize business parking impacts and to manage staging, set-up and take-down labor.
After council debate, a motion to amend the original request to appropriate up to $15,000 for the July 4 parade on a trial basis was moved and seconded; the amendment passed and the amended motion was then approved in a recorded voice tally of 5 in favor and 1 opposed. Administration, police and the Chamber will determine exactly how to use the funds (barriers, staffing or a combination) and staff will report back after the trial deployment.
The council emphasized this is a trial appropriation for a single parade and that future funding or purchase decisions will follow evaluation of the July 4 deployment and coordination with downtown businesses and event partners.
