Council adopts Resolution 1879 updating parks fees, cemetery pricing and applying CPI to school impact fee

The Enumclaw City Council adopted Resolution 1879 Tuesday, approving a set of Parks Department fee updates and administrative fee adjustments after staff presented the rationale and packet exhibits.
Parks and Recreation Director Alina Hibbs (speaker 10) described two fee proposals: a lower-frequency swim-team option at the Aquatic Center intended to offer a more affordable choice for participants, and multiple cemetery fee changes (updates to infant lots, cremation garden lots and alcove niche pricing in the mausoleum) to reflect operational and maintenance costs and the decreased availability of plots. Hibbs said cemetery board quorum issues required bringing the fee adjustments directly to council to avoid delaying Weeks Funeral Home's schedule.
City staff (Chris, speaker 14) also summarized the fee resolution's automatic inflationary adjustment: a 3.1% change to the school impact fee based on the Consumer Price Index for urban consumers in the Seattle-Tacoma-Bellevue area, implemented April 1 to align paperwork with permit charges.
Council moved, seconded and adopted Resolution 1879 by voice vote. City staff said they will review school district capital facilities submissions when the district finalizes its plan and will return to council with recommendations if staff or the district propose a departure from the CPI-based procedure.
The council did not discuss additional amendments to the resolution at the meeting.
