Piperton approves park restroom grant application, accessory structure and donates surplus printers; staff reports note sewer, water and development updates

At its Jan. 20 meeting the Piperton Board approved several consent and staff items: the commission authorized staff to pursue a Tennessee Department of Environment and Conservation (TDEC) park grant prioritizing restroom facilities; it approved a 2,016‑square‑foot accessory structure at 5605 Raleigh LaGrange; and it approved Resolution No. 26‑320 to donate nine surplus Brother printers to the Rossville Police Department as that agency transitions to Watson software.
Public Works Director Richard Mills reported the Piper Farms sewer project is complete except for two empty lots where tanks will be installed when lots are developed. Mills said the license agreement from RailPros for the TDEC/ARPA waterline project is under attorney review and that the city submitted remaining planning minutes so a park trail/grant contract should be in hand before month’s end. He gave December water numbers: the city purchased 6.8 million gallons and sold 9.2 million gallons (a 2.4 million gallon difference attributed to meter reading dates). He also reported 1.5 million gallons of sewer flow to Rossville from Nov. 26 to Dec. 29, 2025, averaging about 46,836.36 gallons per day, roughly 55.85% of the 80,000‑gallon daily contract allotment. Mills said 84 Tennessee 811 locates occurred in December and 108 work orders were logged, with one pending.
Building Official Elizabeth Reed reported 53 active new single‑family dwellings in the system, six certificates of occupancy, five new home permits and 26 total permits in December with fees of $7,649.52 and 135 inspections. City Engineer Harvey Matheny noted Piperton Hills Phase 2 is in early construction and Piperton Preserve Phase 7 planned dirt work is starting.
Police Chief Jonathan Roney reported the department is now at 12 officers after a new hire (Officer Ray) started Jan. 5; he also described camera relocations and coordination with TDOT on placing Axon cameras on Hwy 72 and Raleigh LaGrange. Commissioner Russ Fletcher and Mayor Henry Coats discussed gateway sign placement and right‑of‑way concerns; staff said signage installation will start on the Rossville side and avoid the right‑of‑way.
Why it matters: These routine approvals and staff updates reflect near‑term infrastructure completion, continued development activity and modest intergovernmental assistance to neighboring agencies. The board voted unanimously on the listed items.
