Piperton board moves to solicit design firms after mayor signs trail grant

The Piperton Parks and Recreation Advisory Board on March 10 was told that Mayor Henry Coats signed a state grant intended to fund a proposed trail system, and staff said they will ask for design proposals once the state formally accepts the award.
Public Works Director Richard Mills said, “The Mayor signed the grant this morning and it has been uploaded to the portal. I hope to have response of acceptance from TDEC within the next 24 hours.” Mills told the board the next step, after TDEC’s acceptance, will be to request a qualifications statement — an RFQ — for a design firm to plan the trail, including ADA compliance for the trail slope and lighting.
Mills said the town will use the Mid‑South Development District to administer the grant and that the district charges a fee to handle paperwork and the reimbursement process. Mills said the RFQ will likely be sent to three or four firms and he hopes to receive at least two responses, though he said he would confirm any minimum requirements with TDEC and keep the board informed.
Vice‑Mayor Mike Binkley asked how soon the town could begin work after issuing the RFQ; Mills said he will send an email to the board with timing once he receives the state signature and any further instructions from TDEC. The board recorded no public comments during the public‑comment period.
At the meeting’s start the board unanimously adopted the agenda and approved the minutes from the Feb. 10 special session. Board member Blair Etz moved both procedural motions; Justin Stroupe seconded. The meeting adjourned at 5:37 p.m.
If TDEC accepts the grant, the immediate next steps will be formal RFQ issuance and selection of a design firm to prepare plans addressing trail layout, slope ADA compliance and lighting needs.
