Board gives first reading to live-streaming and compensation policies required by new state law

The Anderson School District 3 board held first readings and approved first-reading motions for three policy updates required by recent state law changes.

The first policy, presented as BEA, concerns live streaming of board meetings. The presenter said the draft policy follows a model policy provided by the school boards association and state department and complies with statutory requirements: meetings must be live-streamed (the transcript cites YouTube as the platform), postings must be made within seven days if there is an issue, and the district must advertise availability within two days of posting. The presenter said the policy also describes penalties for noncompliance under the law; the board approved the first reading and will return for a second reading next month. The presenter said this policy must start in January.

The second policy, GCB (Professional Staff Contracts and Compensation), was updated to include statutory dates (for example, May 1 deadlines) and to disclose the factors used to determine teacher pay categories as required by the Educator Assistance Act; the presenter removed a reference to a closed program (Terry program) as obsolete and noted the prior policy dated from 2014.

The third policy, GBC (Staff Compensation), similarly added specific statutory dates on salary schedules and contract-return deadlines (May 11 referenced) and was presented for first reading.

Each policy received a motion for first reading, the motions were seconded, and the board passed the first readings. The changes are required by new laws and will return for a second reading at the board’s next meeting.
