Piperton advances mobile‑vendor fees and a parking visibility ordinance on first reading

The Piperton Board approved first readings of two municipal code changes at its Feb. 17 meeting.
Building Official Elizabeth Reed presented Ordinance No. 416‑26 to codify fees for mobile food vendors that were included in the zoning ordinance but lacked a fee schedule. The proposed fees are a $300 annual renewal and a $50 temporary special‑event fee per event day. Commissioner Joel Townsend moved approval of the ordinance on first reading; Commissioner Russ Fletcher seconded and the motion passed unanimously.
The board also considered Ordinance No. 417‑26, which adds Chapter 5 to Title 13 to address parking and storage of an excessive number of vehicles on private property. Under the proposed language up to four vehicles visible from the road would be allowed; vehicles above that threshold must be enclosed or concealed from public view by fence or screen and parked on an approved surface. Mark Moffatt and other residents raised concerns about the ordinance’s wording and enforcement; Commissioner Townsend requested adding a concealment‑by‑permanent‑fence or screen clause, which was accepted. Vice‑Mayor Mike Binkley moved approval of the ordinance on first reading with the addition; Commissioner Townsend seconded and the motion carried unanimously.
The ordinances passed their first readings and will return for subsequent readings and final adoption as required by the municipal code.
