Superintendent Miss H presented teacher awards received through a state strategic compensation pilot and named several Star Middle School educators who will receive payments; the superintendent explained that awards are taxable and retirees who qualified will still receive payment based on last year’s work. The board also recognized Angie Mattress as October's bus driver of the month for her service to students.
The superintendent and school leaders highlighted 2024–25 state report card results: Star Elementary School and Crescent High School were named 'excellent'; Flat Rock Elementary earned Palmetto Gold performance; Star Elementary also received Palmetto Silver. The superintendent said third- and fourth-grade math and ELA scores and growth measures affected ratings.
Matthew, the district finance staff, presented the monthly financial report through Oct. 31, noting expenditures exceeded revenues by about $2.29 million due to timing of property-tax receipts and expected seasonal cash-flow patterns; preliminary ADM numbers showed a modest enrollment decrease that will be finalized in January. He and board members also discussed fee-in-lieu agreements and option sales tax receipts (district's October option sales tax collections were reported in the $301,000 range, with approximately 80% allocated to capital uses).
On policy, the board approved a second reading to livestream board meetings (policy DEA) and advanced first readings for professional staff assignments/transfers (GCK) and unencumbered time (GCLE); the GCLE change adds statutory language that school nurses, "when practical," be afforded the same 30 minutes of unencumbered time as teachers. The board later voted to enter executive session to discuss a contractual matter and personnel matter.
The meeting also included routine governance actions: annual officer elections and a consent-agenda vote with an amendment to the district's delegate assembly appointment.
