The City of Maynardville Commission on Jan. 12, 2025 approved a package of resolutions and ordinances affecting water and sewer rates, personnel rules and HUD-related project work.
In the meeting called to order at 7:00 p.m., Commissioner Isaac Collins moved to approve Resolution R-2025-01 authorizing water and sewer adjustments; Commissioner Jennipher Ford seconded. Roll call recorded Conner Chesney, Isaac Collins, Jennipher Ford and Len Padgett voting in favor and Ty Blakely absent. The minutes state the resolution carried with four votes for.
Commissioners also approved Resolution R-2025-02 to hire consultant services for "HUD EDI," with Collins moving and Ford seconding; the roll call again shows the four present commissioners voting for the measure. The commission then approved Resolution R-2025-03 to hire Heathcoat as the engineering firm for HUD projects after a motion from Commissioner Jennipher Ford, seconded by Commissioner Isaac Collins; the roll call likewise recorded four votes for and one absence.
On ordinance business, the commission approved O-2025-02 on first reading to repeal and replace the personnel ordinance (O-2021-1). Commissioner Conner Chesney moved the measure, which Commissioner Jennipher Ford seconded. The roll call shows Conner Chesney and Isaac Collins voting for, Jennipher Ford voting against, Len Padgett voting for, and Ty Blakely absent; the motion carried with three votes for.
The commission took O-2025-01 on second reading and approved an amendment to the water and sewer rate ordinance to include ServLine for nonresidential accounts. Commissioner Jennipher Ford moved and Commissioner Isaac Collins seconded; roll call recorded the four present commissioners voting for and Ty Blakely absent.
The minutes record formal motions and roll calls for approval of two sets of prior minutes (Dec. 10 and Dec. 19, 2024). For the Dec. 10 minutes the roll call shows Conner Chesney: for; Isaac Collins: for; Jennipher Ford: pass; Len Padgett: for; Ty Blakely: absent. The minutes also contain a parenthetical and inconsistent summary line that reads "carried with three (4) votes for and one (1) pass." For the Dec. 19 minutes the roll call recorded two 'for' votes and two 'pass' votes, with one commissioner absent; the minutes state that motion carried.
The agenda listed reports from the city attorney, city engineer, city manager, police chief, fire chief and a finance report but no report text appears in the minutes. No petitions or public comments are recorded. The meeting was adjourned at 7:58 p.m.
The minutes provide motions, seconders and roll-call votes for each action; where the minutes include inconsistent phrasing for totals, this article reflects the recorded roll-call votes and notes the inconsistency in the minutes.
