Chairman Jay Grabow called the meeting to order at 3:30 PM. Commissioners present were Jay Grabow, Scott Fieber, Harry Mewherter and Judith Homan; Commissioner Steve Rhody was absent. Auditor Courtney Parker was also present. Commissioner Scott Fieber moved, seconded by Harry Mewherter, to approve the agenda with additions for Crystal Springs Rodeo road maintenance and the hiring of a part-time highway employee; the motion passed unanimously.
The board recessed into an executive session pursuant to SDCL 1-25-2(3) for contractual matters and to consult with legal counsel. Commissioner Scott Fieber moved to convene the executive session, seconded by Judith Homan; all present voted yes. Chairman Grabow declared the board out of executive session at 4:09 PM.
After returning to open session, Commissioner Harry Mewherter moved, seconded by Scott Fieber, to approve a mediated settlement agreement with Duininck in the amount of $216,666.67. All commissioners present voted yes and the motion carried.
Commissioners also discussed traffic and road maintenance for the Crystal Springs Rodeo. The record notes that Broksieck had employees begin watering and maintaining the roads leading to the rodeo, and that public safety was identified as the top priority in that work.
On personnel, Mewherter moved, seconded by Judith Homan, to approve James Perkins as a part-time, as-needed employee at the highway shop at $27.26 per hour with no benefits. The motion passed with unanimous consent of those present.
There was no public comment recorded. With no further business, Homan moved, seconded by Grabow, to adjourn; all voted yes and the motion carried. The special meeting concluded following the vote.
