Staff also told commissioners that the county property appraiser had estimated an $8–$10 million reduction in property‑tax revenue in the first two years if the constitutional amendment passes; commissioners asked staff to develop transparent budget materials and a public webpage to explain potential outcomes for county services.
The board instructed staff to return with materials for the July 23 meeting, and to circulate conference minutes and proposed moratorium language for review ahead of the special session.
