City enacts parking and speed-limit changes on Ingersoll corridor; Hanawalt Elementary neighbors request targeted tweaks

The council amended chapter 114 of the municipal code to enact multiple parking and speed-limit changes across the city, including a speed-limit modification on Ingersoll Avenue between 14th and 42nd Streets and parking changes related to Hanawalt Elementary School. Councilmembers described these changes as part of creating a safer, more consistent corridor for pedestrians, bicyclists and drivers.
One councilmember thanked staff and businesses along Ingersoll for creating a loading zone in front of the Ingersoll Theater and said consistent speeds have reduced the number and severity of accidents on the corridor. "This maybe makes clear that the goal is a safe speed for everyone and that we're not trying to create a speed trap, we're trying to create a consistent corridor," the councilmember said.
During the public speaking segment, Bob Haynes, a resident, asked why a proposed Hanawalt parking restriction would run 7:00 a.m. to 5:00 p.m. when school served shorter daily hours, suggesting a narrower restriction window or engineering measures such as speed bumps or improved crosswalks.
The council moved and approved the traffic changes (items 48A–G with the exception of a hold on 48B for neighborhood outreach), and directed staff to proceed with implementation where appropriate.
