Council denies rezoning for 6.5-acre Seabuild proposal after strong neighborhood opposition

The proposal would have rezoned property to allow up to 14 two-household dwellings (28 units) plus three one-household dwellings.
Mark McMurphy said staff supported the project and that it conforms with PlanDSM and the large-scale development plan; he described design changes intended to add buffer space adjacent to single-family lots. Developer Mitch said market analysis indicated attainable price points and that tax abatement would help affordability.
Multiple neighbors, including Scott Colby and Ballard (president of the Easter Lake Area Neighborhood Association), opposed the rezoning citing neighborhood character, density concerns, lack of active transit service nearby, and the product's fit with local market expectations. Ballard raised concerns about single-car garages, outside storage turning into an "eyesore," and limited bus service for the site.
A councilmember moved to deny the rezoning; after discussion the motion passed (vote recorded on the record as five yes, two no). The council also received and filed the development services director's communication (42C).
