During the Aug. 18 meeting Mr. Land reported that the low bid for the proposed animal shelter was $5,411,000. The Police Jury voted to reject all bids and authorized Mr. Land to prepare new plans and specifications for the project.
Separately, the jury approved a motion to hire Joseph Pippins as an animal control officer after Ms. Mullins' request. The minutes show multiple other hires, confirmations, promotions and reclassifications approved without opposition across Green Oaks, IT, Federal Programs, Health Services and the Fire Department; specific items include hiring Bianca Moore as a full‑time registered nurse and Alex Bonner as an IT technician.
The jury also accepted substantial completion for the employee health clinic, appointed Tom Malmay to the Louisiana Watershed Initiative Region 3 Committee and approved a contingent purchase agreement for a new fire station location. Personnel and contract motions passed without recorded opposition.
