The resolution designates the Police Jury president, or vice-president in his absence, to execute a Cooperative Endeavor Agreement with the state Office of Facility Planning and Control (FP&C) and names Parish Administrator Jamie Hanks to certify requests for disbursements.
Separately, the jury adopted Resolution No. 25-29 authorizing submission of an application to the Delta Regional Authority (DRA) to fund a comprehensive, parishwide master plan for unincorporated Ouachita Parish. The resolution dedicates local matching funds and authorizes the president or his designee to act for application purposes.
Both resolutions were adopted without recorded opposition. The Elkins Road action positions the parish to receive state capital funds for planning, right-of-way, and construction; the DRA application is intended to produce a resident-driven blueprint for infrastructure and economic development. The resolutions do not appropriate specific local funding line items beyond the statement that matching funds will be dedicated from parish-available funds; details and any Cooperative Endeavor Agreement will be brought back for execution or further vote as required.
