Ouachita Parish Police Jury members met Sept. 2, 2025, and approved a series of ordinances, resolutions and administrative actions affecting property sales, planning and infrastructure.
The most consequential formal action was adoption of Ordinance No. 9527, which authorizes acts of sale for seven adjudicated parcels and sets conditions for closing, reservation of mineral rights and required title/notice certifications. The ordinance passed on a roll call vote with six yeas and no nays. President Shane Smiley introduced the ordinance.
The jury adopted Resolution No. 25-34 to establish a Master Plan Steering Committee to guide a comprehensive 10–20 year planning process, citing anticipated growth linked to the Meta AI Development Center and directing cooperation with Atlas Community Studio and Civil & Environmental Consultants, Inc.
Resolution No. 25-33 was adopted to authorize and support submission of an application to the Delta Regional Authority seeking funding for the L‑11 Canal Restoration and Enhancement project; the jury designated Parish Engineer Kevin Crosby to act on the parish’s behalf for the application.
Other formal actions adopted or approved without opposition included: • Resolution No. 25-30 approving the schedule of charges and collections for 2024 parish and special taxes. • Resolution No. 25-31 appointing Heath Mills to the Citizen’s Advisory Committee on Solid Waste Disposal. • Resolution No. 25-32 appointing Debbie Blue to the Ouachita Parish Library Board of Control. • Approval of Lazenby & Associates to perform mill-and-overlay patching on Mahan Lane and Kiowa Lane in West Orchard Subdivision; funding to come from the east side sales tax fund and contractors will remove or relocate mailboxes as described. • Acceptance of Momentive Software’s accounting software proposal. • Approval of multiple travel requests for Fire Department personnel and the declaration of several vehicles as surplus to be sold at public auction. • Approval of cooperative endeavor agreements: a FETA training agreement between the Ouachita Parish Fire Department and the State Fire Marshal, and a surplus-desk agreement between the 911 Office and West Monroe Police Department.
Motions originating in committee meetings (Personnel and Public Works) were ratified by the full jury. Where roll-call vote totals were not recorded in the minutes, motions are recorded in the minutes as having passed “without opposition.”
The meeting concluded after a public‑comment period addressing recent social media and recording matters involving President Smiley.
