The Ouachita Parish Police Jury adopted Resolution No. 25-20 on June 16, 2025, to implement requirements for a Louisiana Community Development Block Grant (LCDBG) awarded for parish street improvements. Juror Shane Smiley, District E, offered the resolution, which the jury adopted and recorded in the minutes.
The resolution adopts required plans and policies (a procurement policy; Residential Antidisplacement and Relocation Assistance Plan; Policy Statement for Communicating Information to Persons with Sensory Impairments; and a grievance procedure). It also appoints Laura Williams to several compliance roles (Handicapped/Section 504 Compliance Coordinator, Antidisplacement Coordinator and Equal Employment Officer) and names Laura Williams as Citizen Complaint Officer and the labor compliance officer as the LCDBG administrator. The resolution authorizes Laura Williams and William Long to sign requests for payment, requires Shane Smiley to certify the correctness of those signatures, designates Origin Bank as the official depositary of LCDBG funds, and authorizes Shane Smiley and Toni Bacon to sign checks on that account.
