Ouachita Parish extends temporary moratorium on solar-farm permitting until March 2026

The ordinance notes that the Jury previously adopted the moratorium on March 3, 2025, amended it July 7, 2025 to add a grandfather provision, and contracted Atlas Community Studios to prepare a master plan for unincorporated areas. The extension was presented to allow completion of the Atlas Community Studios work before the moratorium’s expiration. A public hearing on the ordinance drew no speakers; the Jury adopted the extension on a 6–0 roll call vote (yeas: Toni Bacon, Jimmy Tyson, Larry Bratton, Michael Thompson, Shane Smiley, Lonnie Hudson).
Ordinance No. 9525 keeps the prior ordinance in effect as amended and directs that the moratorium remain in full force until March 8, 2026, or until otherwise rescinded or replaced by subsequent ordinance action.
The extension does not itself adopt permanent regulations for solar installations; it pauses permitting to allow the Jury to consider whether additional local regulations are appropriate as part of master-plan development by the contracted consultant.
