The planning commission on July 2 approved a developer request to modify a condition on the Newton Bridge Crossing subdivision that originally required intersection upgrades to be completed before certificates of occupancy for all residential units. The commission accepted a proposal to allow the developer to post a performance bond equal to 125% of the estimated cost of the off‑site intersection work prior to approval of the phase‑one final plat, enabling construction of the first 62 lots to proceed while engineering and construction of the off‑site improvements continue.
Developer representatives said final engineering required additional time and would otherwise delay the start of homes already under contract; staff and transportation/public‑works accepted a qualified guarantee as administrable. Commissioners approved the modified condition, specifying that the performance bond be provided before final plat approval for phase one and that the off‑site improvements be completed under the bond guarantee if the developer fails to construct them.
The change allows vertical construction to proceed on initial lots while ensuring county staff has a financial guarantee to complete intersection upgrades that address local safety concerns. The final plat will not be signed and lots will not be released until the bond is in place, and staff will monitor completion through standard inspection and permit processes.
