Staff had recommended denial in part because an increase in surface parking was not supported by adopted corridor plans and because transportation and public‑works staff had outstanding circulation and drainage comments. The applicant, represented by Jason Tulle of CPH, submitted a revised plan at the meeting that: removes some impervious surface and adds green space; adds a tree island to break up a long run of contiguous parking; shows capping of water and sewer services to the demolished building; and narrows a driveway radius to channel outbound movements.
Tulle also proposed hedging and limited outdoor seating to make the parcel more pedestrian friendly, and said Chick‑fil‑A would maintain a blocked driveway connection to the adjacent parcel. Commissioners confirmed with staff that the revised plan addresses the earlier technical concerns and voted (5–2) to approve the special use permit based on the amended exhibit presented at the meeting.
The approval is conditioned on implementation of the revised site plan and the typical plan‑review and permitting process with transportation and public works for final circulation and utility work.
