Rockport committee advances policy packet for first read and votes to drop two policies

The Rockport School Committee approved a motion on Oct. 2 to accept a packet of policy changes for a first read and voted to remove two policies the subcommittee and district counsel recommended dropping.

Mr Loren, presenting the subcommittee’s work, told members that the group reviewed Section I policies and recommended eight policies for first‑read consideration; two policies — BHD (community relations) and GDD (staff support and vacation days) — were recommended for removal because the content is redundant or is governed by collective bargaining agreements.

The committee passed a motion to accept the listed policies as a first read and to return them for a second read and adoption vote at a subsequent meeting. A separate motion to drop BHD and GDD was also moved, seconded and carried by the members present.

Committee members said the subcommittee’s practice is to present policies as a first read and then bring them back for a second reading and final vote once members have had time to review draft notes and consult the subcommittee’s draft annotations. Legal counsel’s guidance that certain provisions are covered by existing contracts was discussed as a reason for removing a staff/vacation policy from the manual.
