Awendaw to use ARPA funds to complete HVAC/electrical work at HBAC; budget amendment forthcoming

Town staff told the Awendaw Town Council that bids for mechanical and electrical work at the HBAC facility came in above earlier estimates, producing a combined difference of $42,621.58. Council agreed to proceed and was told the project will use previously obligated ARPA funds; staff will bring a budget amendment to move the obligation into the FY25–26 budget.
Staff outlined figures: an updated HVAC mechanical quote rose to $85,519.85 (from earlier estimates) and the electrical upgrade to support the HVAC system was quoted at $42,130. Staff said $250,000 is budgeted in buildings and maintenance and that so far only about $26,85.75 has been spent from that line; with the HBAC additional costs, total FY spending for the building would remain under the $250,000 allocation.
Town staff said Berkeley Electric will provide upgrades to the meter service (from 250 amp to 400 amp) and the HBAC work is slated to start immediately. Because the ARPA funds were originally recorded in FY24, staff will prepare a budget amendment to record the obligation and spending in FY25–26 to match actual expenditures.
Council asked about productivity and safety impacts while the building lacks adequate heating and cooling; staff noted past closures and staff illness attributable to insufficient HVAC and emphasized that completing the work will reduce unsafe portable heating use and improve operations.
Mayor Crowley and council members expressed support for starting the project as bids and permits are in place; staff will return with the formal budget amendment and any final contract documents.
