Rockport school officials preview embargoed MCAS accountability results ahead of Sept. 24 release

District staff told the Rockport School Committee on Sept. 18 that statewide MCAS accountability reports remain under embargo and will be made public at the state meeting on Sept. 24.
The committee received a preview explaining two headline measures: a percentile rank that compares Rockport to similar K–12 schools and a progress‑toward‑target score that compares the district to its own goals. Staff emphasized results being shown by student subgroup and warned that some subgroup results will not be released if the group contains fewer than 20 students, the district said.
"Accountability data is currently embargoed and we're not allowed to discuss it publicly," a staff presenter said, adding that the state will release results during the Beese meeting on Sept. 24 at 10 a.m. The presenter also said printed reports should be mailed to families by the end of the month and that preliminary categorizations could change between now and the release.
Committee members asked whether the state's percentile method forces a bottom‑category designation even if all schools meet targets; staff said they did not have a definitive answer but expected the state commissioner to address trends at an upcoming webinar. The presenter also noted the state's percentile splits (roughly 15% bottom / 85% not requiring assistance) reflect how the department creates categories, not necessarily district performance.
The committee agreed to separate presentations: one meeting dedicated to accountability context and a later meeting to review the full MCAS results after the embargo lifts so staff have time to prepare analysis and answer members' questions.
