The artist identified in the agenda materials as John Dasso had requested use of the municipal park for a September two-day festival with two days of setup and two days for takedown, but staff told council the application lacked completed police, fire and EMS approvals as well as proof of insurance and required permits.
Council members said the proposal appears substantially larger than previous park events and asked for clearer site plans, a financing model and evidence of public-safety planning before the town committed resources or served as a sponsor. Several members recommended the park foundation — which the council formed to vet park projects and events — review the plan and return a recommendation to council.
Councilman Prowler moved to refer the matter to the park foundation; Councilwoman Casper seconded. The motion carried by voice vote. Council asked staff and the park board to expedite their review so the applicant would not be unduly delayed, while emphasizing that event approvals would require standard insurance, licensing and safety sign-offs prior to any town endorsement or formal permit.
