The clerk of court requested budget authority to migrate the court-case system from LawTrac to the South Carolina statewide trial-court Case Management System (CMS); the mayor said initial migration costs were estimated at up to $17,000 with about $3,500 in annual fees, and that LawTrac's recent sale may increase police-reporting costs.
On permitting and back-office systems, staff described implementing a SafeBuilt online permitting portal (no additional cost) to reduce handwritten permit submissions and manual data entry; staff also discussed moving the town’s financial and utility systems toward a cloud vendor (Springbrook) with potential annual cost increases (the mayor cited a present $13,000 annual cost and an estimated new cost up to $26,000 annually for an upgraded system).
Next steps: staff will pursue grant applications, evaluate CMS migration timing and costs with the clerk of court, and implement the SafeBuilt permitting portal to improve permitting efficiency.
