Atlantic Beach manager reports fund balance decline, outlines paving plan, hurricane tips and police accreditation progress

During the Manager's Report on Aug. 5, town staff summarized fiscal and operational matters for Atlantic Beach.
Budget and fund balance: An unnamed town official said the town began fiscal year 2023 with a fund balance of $973,674 and closed the year with $720,685. The official credited predecessor Ben Quattlebaum and town staff for conservative fiscal management and said the town will pursue earlier, more deliberate budget planning going forward.
Streets and infrastructure: Staff reported that Horry County Transportation (via a survey by Rick DuRant) will implement incremental resurfacing beginning on 30th Avenue, followed by 31st Avenue and other streets, and that the town has requested paving in phases.
Utilities and right-of-way work: The town noted replacement of damaged utility cable boxes (naming Santee Cooper and Spectrum, and noting Frontier had yet to complete work) and a code-enforcement effort to remove vegetation and trees growing into utility lines and rights-of-way to reduce safety hazards.
Hurricane preparedness and trash: Staff reminded residents that GFL, the town—ontractor for regular trash and yard waste, does not collect roadside debris and that property owners are responsible for arranging debris collection. For short-term rental properties the town recommended additional roll-away containers; staff suggested a minimum of three roll-away containers for larger rental homes. The town also posted a Red Cross preparedness checklist on its website.
Police accreditation and awards: Carnisha Hennigan of the Atlantic Beach Police Department said the department is "currently 70 percent finished with revamping and adopting over 150 policies and procedures" as part of work toward state accreditation, and a representative from the South Carolina Department of Public Safety presented an Agency of the Year award to the department for DUI enforcement and victim services during 2023.
Staff asked residents to attend Grand Strand Area of Transportation (GSATS) meetings and other community events to advocate for local transportation priorities and announced a series of upcoming events and a fall budget workshop as the town begins FY 2025-26 planning.
