The Board of Mayor and Aldermen of Medina voted Sept. 8 to hold a special called meeting at 6 p.m. Sept. 23 to review the city's off‑premise beer ordinance after the owner of A and Z Tobacco Inc asked to be allowed to sell beer through a drive‑thru window at his new business at 257 Grace Cove.
The business owner told the board he is seeking flexibility to use the drive‑thru to serve customers and hopes allowing off‑premise beer sales there would help attract tenants to other vacant spaces in the building. The owner's name was not recorded in the minutes.
Alderman Andrew Rhodes made the motion to schedule the Sept. 23 meeting; Alderman Angi Mathenia seconded. The motion passed unanimously. Earlier in the meeting, the board amended the Sept. 8 agenda to include a discussion of a called meeting and a proposed change to the October meeting date; that agenda approval passed 5-0.
City officials did not record a formal staff recommendation in the minutes. The board did not take a final vote on any ordinance at the Sept. 8 meeting; the Sept. 23 session is intended for review and discussion of whether the city's off‑premise beer rules should be modified to allow drive‑thru sales.
If the board advances any ordinance changes at the special meeting, those changes would be subject to the city's normal legislative process and any required public notice. The minutes do not specify which departments or staff will prepare draft language or memos prior to the Sept. 23 meeting.
