River Ridge CDD approves temporary 'zombie box' for lakes aerator after 3–2 vote

The River Ridge board voted 3–2 on Nov. 19 to install a temporary electrical "zombie box" to power the aeration system in Lake E1‑C instead of approving immediate relocation work.
Shane Willis presented Premier Lakes’ one‑time work order and a revised Bentley Electric proposal that would add about 125 feet of electrical work to relocate the aeration system. Board members discussed the budgetary tradeoffs and an alternative to defer relocation until FY2026. Mr. Willis summarized the proposals and the estimated relocation cost of $10,755 that staff had previously considered.
On a motion by Chair Bob Schultz, seconded by Robert Twombly, the board authorized installing a zombie box at the existing location at a cost of $3,098. The motion passed with Schultz, Twombly and Keith Merrill voting in favor and Terry Mountford and Kurt Blumenthal opposed.
Mr. Willis said staff will revisit the full relocation proposal during FY2026 budget discussions; the approved zombie box purchase is intended as a lower‑cost near‑term solution to maintain aeration while deferring more extensive electrical work.
The board did not approve the Bentley Electric relocation estimate at this meeting.
