River Ridge CDD administers oaths to three supervisors, adopts Resolution 2025-02 electing officers

The River Ridge Community Development District on Nov. 19 administered the Oath of Office to Kurt Blumenthal (Seat 3), Terry Mountford (Seat 4) and Robert Twombly (Seat 5), and adopted a resolution naming board officers for the coming year.
Cleo Adams, who acted as the meeting’s notary, administered the oaths to the three supervisors. After the swearing-in, the board considered Resolution 2025-02, which Mr. Mountford moved and Mr. Blumenthal seconded. The resolution elected Bob Schultz as chair, Terry Mountford as vice chair and confirmed Kurt Blumenthal, Robert Twombly and Keith Merrill as assistant secretaries; the motion passed with all board members voting in favor.
The newly sworn supervisors were reminded of mandatory disclosure and ethics training requirements, including the four-hour annual ethics training and Form 1 filing. The board added the ethics training deadline to its Key Activity Dates list as part of routine compliance planning.
No formal votes other than the resolution were taken in this agenda item. The board also confirmed continuing administrative appointments: Chesley “Chuck” Adams as secretary and Craig Wrathell as assistant secretary and treasurer roles, as previously documented.
