Resident reports slab water intrusion; Board approves blanket drainage easement template

An Oak Run resident, Lynde Sorensen, told the Board on Oct. 22 that water intrusion beneath her home’s slab had caused buckling, high moisture readings and mold. Inspections found no plumbing or HVAC leak; a floor warranty issue was identified and a leak-detection specialist reported very high moisture levels in the floor and concrete slab.
Sorensen and staff discussed significant rainfall and ponding behind her unit that had submerged underground downspouts; a foundation specialist had added sealant and recommended installing perimeter drain tiles and extending downspouts 5 to 10 feet. Ms. Sorensen said she sought help so the CDD and HOA could determine a solution; Mr. Schultz indicated drain tiles are likely an HOA responsibility but said the CDD might be able to address ponding in some circumstances. Mr. Krebs noted the drainage was not originally installed because the location was an indigenous preserve and later rezoned as Club land outside the water management system.
Separately, District Counsel Tony Pires presented a Proposed Grant of Easement template for drainage from the PSGRC to the River Ridge CDD. The Board approved using a blanket template document that can be placed on future agendas with specific sketches and legal descriptions for each instance. Mr. Krebs said he is preparing two additional drainage easements (Seaside II and the Golf Course area) and will forward them to counsel when completed. Resident Mike Rainstin said no work on Phase I and Phase II Drainage Improvements for Seaside & Masters had yet commenced; staff said the area needs to dry before work can begin and that updates will be provided.
The Board did not adopt a specific drainage improvement for Ms. Sorensen’s property at the meeting, but the approval of the easement template provides a procedural tool for handling future drainage conveyances and projects.
