River Ridge CDD appoints Keith Merrill to fill vacant seat; Oath administered

The River Ridge Community Development District Board of Supervisors unanimously appointed Keith Merrill to fill the vacant Seat 1 during its Oct. 22 meeting.
Chair Bob Schultz nominated Merrill, and the motion to appoint him was made by Mr. Schultz and seconded by Mr. Robert Twombly; the Board voted "with all in favor." Mrs. Adams, acting as a notary, administered the Oath of Office immediately following the appointment.
The appointment fills a seat expiring in November 2026. Mr. Schultz said Merrill, a longtime Pelican Sound resident, brought substantial HOA experience similar to CDD responsibilities.
After the Oath, Mrs. Adams and District Counsel Tony Pires outlined obligations for newly sworn members, including required ethics training and public disclosure filings (Form 1), the Guide to the Sunshine Amendment and Code of Ethics for Public Officers and Employees, and the Form 8B Memorandum of Voting Conflict. Staff provided sample forms and explained limits on use of CDD email and electronic communications.
The Board took no additional action at the time; Merrill will serve through the remainder of the existing term and has been added to the Board’s officer slate under a later resolution adopted at the same meeting.
