River Ridge approves goals and performance measures to comply with new state law

The River Ridge Community Development District board voted Aug. 27 to approve a set of goals, objectives and performance measures designed to meet requirements of newly enacted state legislation (HB7013) that requires special districts to establish and report annual goals and performance standards.
District staff and counsel — Mrs. Adams (Cleo Adams), District Counsel Tony Pires and District Manager Chuck Adams — explained the new requirement and presented proposed focus areas. The board identified Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability as the primary categories for Fiscal Year 2025 and approved the Performance Measures & Annual Reporting Form on a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly.
The initial report under the new requirement is due to be posted on the CDD website by Dec. 1, 2025, and staff added the task to the district’s Key Activity Dates list.
Why it matters: HB7013 changes reporting obligations for special districts; adopting measurable goals is the first step to statutory compliance and will require annual reporting and public posting of results.
Next steps: District staff will finalize the goals and post the initial report by the statutory deadline.
