MPO endorses FY26 TIP amendment and opens Critical Freight Corridors for public review

Staff presented Amendment No. 2 to the FY26 TIP, explaining that MassDOT reassigned small balances from completed projects to regional discretionary projects. The reallocation reduces some local commitments and leaves approximately $5 million in regionally targeted funds in year one, staff said, and recommended MPO endorsement so projects can advance.
Members moved, seconded and unanimously endorsed the TIP amendment by roll call. Staff then reviewed proposed updates to the region’s Critical Freight Corridors for submission to MassDOT’s 2027 freight plan update. Staff described the four corridor categories (primary, non‑primary, rural critical and urban critical), explained constraints created by updated urbanized boundaries (an example in Palmer where a corridor segment shifted from rural to urban classification), and said the region is currently identifying about half of the rural mileage and has limited urban miles to add; public review feedback may allow further expansion.
Following the freight presentation the MPO moved and approved releasing the proposed Critical Freight Corridors for a 21‑day public review. Staff will collect comments, refine mileage and mapping as needed, and return to the MPO in February with a comment summary and final recommendations for MassDOT submittal.
