Pioneer Valley MPO endorses state PM1 safety targets, will release materials for public review

MasDOT presenters reviewed the federal PM1 safety performance measures and the state’s target‑setting approach, which uses recent data and partial‑year estimates to create five‑year rolling averages (2022–2026). Sam explained MasDOT’s projections and reported statewide rolling‑average targets including a fatalities target of 357 per year, a serious‑injury target of 2,562 per year, and a combined non‑motorized target of 512 per year; MasDOT also reported corresponding rate targets (for example, a projected fatality rate near 0.5 per 100 million vehicle miles traveled under current assumptions).
Katy Palmer (PVPC) reviewed regional data and said regional trends closely follow the state. PVPC staff recommended the MPO adopt the state PM1 targets for use in the Pioneer Valley rather than set separate regional numeric targets. Members asked about what drives the downward trend; MasDOT staff pointed to combined engineering, enforcement and education programs (Safe Routes to School, strategic safety plans), and to changing vehicle miles traveled and speed patterns.
The MPO moved and unanimously approved adopting the state PM1 targets for regional use and releasing the related materials for a 21‑day public review. Staff said they will post the materials, invite comments, and return with a summary for the MPO to endorse final regional use of the targets.
