Pioneer Valley MPO approves statewide PM1 targets and PVTA targets, confirms membership updates

At the Feb. 24 meeting the Pioneer Valley MPO approved two related performance items and confirmed membership changes.
Staff explained that a previous motion had improperly phrased the board action and that what is required is an MPO vote to adopt the statewide PM1 safety/performance targets for the Pioneer Valley for calendar year 2026. The MPO then took a separate vote to approve PVTA’s local targets for fixed‑route and paratransit services presented by PVTA staff.
On membership, staff described annual confirmation procedures under the MPO MOU and reported the subarea three ballot to select an ultimate member after two municipalities sought the seat. Based on the ballot and subsequent count, Mayor Derby of Easthampton was identified as the ultimate member for subarea three and the MPO voted to confirm the membership/alternate appointment.
Both the PM1 approvals and the membership confirmations were approved by roll-call votes recorded during the meeting; there were no substantive public comments on these items.
