Pioneer Valley MPO outlines TIP/UPWP scenarios to fill a funding gap and prioritize near‑term projects

Staff from the Pioneer Valley Planning Commission told the MPO the region faces schedule delays on several projects and is developing two to three funding scenarios to present at the March meeting.
Andy and Gary explained that project readiness updates over the past two months had created holes in the FY2026 program; staff quantified an approximately $11 million shortfall for 2026 and described how advanced construction and shifting ad dates could close immediate gaps. The MPO was asked to provide guidance at next month’s meeting on which scenario or pieces of scenarios to advance for the draft TIP and UPWP.
Staff emphasized time sensitivity: federal funds that are not obligated by Sept. 30 could be lost for the year, so priority will be given to projects able to advertise and obligate in the current FFY. Staff also noted multiple projects have slipped because of design schedules, new scope items discovered during design, and permitting or right‑of‑way needs.
The MPO will review formal scenarios in March; draft TIP/UPWP documents are expected in April and a public hearing is scheduled for May.
