PVPC launches regional SS4A engagement and seeks UPWP study requests

PVPC staff provided a briefing March 24 on the region's SS4A (Safe Streets and Roads for All) grant work and on drafting the FY27 Unified Planning Work Program.
PVPC staff Gary said consultants VHB and IMAG are developing a regional safety action plan informed by stakeholder engagement. "Were starting additional engagement now... were starting to look at what we call our high injury and high risk networks," he said, and added that the plan is expected this summer followed by a demonstration traffic‑signal project. Gary said five communities in the region—Westfield, Chicopee, Holyoke, Springfield, and Ware—have their own SS4A funding and PVPC is coordinating regional outreach via a digital wiki map to collect unsafe‑location input across 43 cities and towns.
On the UPWP, Gary described the schedule for FY27: a draft will be before the commission in April to begin a 21‑day public participation period and return for endorsement in May. He invited municipalities to submit study requests (examples: single‑intersection congestion/safety studies, pedestrian and bicycle flow improvements) by the end of the month.
Staff asked board members to amplify the outreach, especially for rural and corridor locations where the regional team seeks additional input. No action was required; staff said they will present the UPWP draft at the April meeting for public release.
