JTC endorses TIP amendment, opens 2027 TIP/UPWP process and solicits locations for VRU safety studies

Andy (PVPC staff) reviewed Amendment 2 to the FFY 2026 Transportation Improvement Program, saying the amendment repurposes several unspent earmarks, shifts some projects between years (including a combined Springfield bridge description), and temporarily freed just under $5 million in commitments. He described this as an application of previously discussed adjustments rather than new projects.
The JTC moved to endorse the Amendment 2 package for public review; the motion passed unanimously.
Staff then outlined the kickoff for the FFY 2027–31 TIP and the FY27 Unified Planning Work Program (UPWP): project proponents will receive TEC forms and should return completed updates (costs, design status, scoring proposals) by Feb. 6; an evaluation/scoring day is planned in February, draft documents are expected for release in April, and endorsement is targeted for May. Staff said they will send emails with links and a project universe list and asked proponents to highlight significant proposed changes.
PVPC also opened nominations for the Vulnerable Road User (VRU) safety study program (third year). Communities should submit a nomination letter from a mayor or elected official by Feb. 15; data collection and assessments are expected in spring/summer with draft reports in the fall. Staff emphasized that prior VRU studies produced public engagement and actionable recommendations; the program offers a pathway to engineering study funding.
What happens next: PVPC will post TIP/UPWP materials online, send TEC forms and solicitation letters, and proceed with the scheduled evaluation and outreach. The TIP amendment will proceed through public review.
