PVPC outlines TIP and UPWP scenarios as staff flags funding gaps and schedule risk

PVPC staff presented the schedule and analytic approach for drafting the FFY2027 Unified Planning Work Program and the 2027–2031 Transportation Improvement Program and flagged funding and schedule challenges that will shape upcoming scenario work.

Staff said they will bring two or three scenarios to the NO in March and asked for guidance on which scenario to advance for draft documents. Charts shown to the commission compared anticipated funding across the 2026–2031 period and identified an approximate $11 million shortfall in federal/state discretionary programming for 2026 caused by several projects missing readiness milestones. Staff said they are working with MassDOT districts and PBTA to identify candidate projects that can be advertised in 2026 to avoid losing funds that expire Sept. 30.

Members used the discussion to press staff on project-delivery timelines and public transparency. Mayor McCabe warned that extended timelines and incremental design additions increase costs: “The longer it takes for these processes ... it just creates this hellacious cost escalation,” he said, urging staff and agencies to find ways to accelerate projects where possible. Other members requested better public communication about program schedules and suggested staff include clear online materials so municipal officials and residents can find current project status information.

Staff said draft scenarios and supporting tables will be circulated to NO members in advance of the March meeting so commissioners have time to review and prepare guidance.
