PVPC endorses Vision Zero statement and critical freight corridors for MassDOT plan

The Pioneer Valley Planning Commission voted Feb. 24 to endorse an updated Vision Zero statement and to forward recommended critical freight corridors to MassDOT for inclusion in the 2027 freight plan.

Staff said the Vision Zero language, prepared as part of a regional safety action plan under the federal Safer Streets and Roads for All program, completed a 21-day public participation period without comments, and asked the NO to endorse the update. Members moved, seconded and approved the endorsement by roll call.

On critical freight corridors, staff presented both rural and urban corridor designations and noted prior public engagement in working groups; no written public comments were reported during the formal review. The commission voted to endorse the corridor recommendations so MassDOT can include them in its 2027 freight plan.

Members discussed the typical public‑comment patterns for these planning items and noted that freight corridor work has been an ongoing working-group effort with earlier outreach. Aaron Vega, president of the Western Massachusetts Economic Development Council, asked whether these items typically draw public response; staff said public comment frequency varies by topic, with more comment expected as TIP development and project solicitations advance.

By endorsing the Vision Zero statement and the corridor recommendations, the NO cleared staff to transmit the materials to MassDOT and to incorporate the endorsed language and corridors into subsequent grant and TIP work.
