MPO releases four awarded grants into TIP for 21‑day public review with conditional approval

The Pioneer Valley MPO voted to release Amendment 2 for a 21‑day public review period so four recently awarded grants can be added to the regional Transportation Improvement Program. Staff said the awards are in hand and adding them to the TIP is the final administrative step needed for municipalities to access federal 3‑C funding.
The grants described by staff include a $1.25 million award to PVPC, roughly $400,000 to Chicopee, just under $200,000 to Holyoke, and a $250,000 award for Westfield. Staff proposed releasing the amendment for public comment with a conditional approval clause: if no negative comments are received during the 21‑day period, the amendment will be deemed approved and municipalities may proceed to access funds.
Walter Gunn moved to release the amendment with the conditional approval language and Doug Slaughter seconded. A roll-call vote recorded unanimous support from members present. David Mohler (MassDOT) said staff will notify the public that negative comments will require the MPO to reconvene in December to revisit the amendment.
The action does not grant additional discretionary funding beyond the awards; it places the awarded projects into the TIP to satisfy federal planning and public‑participation requirements so municipalities can proceed with implementation steps.
