Comal County commissioners approve $1.52 million in claims, authorize contracts, transfers and road actions

Comal County Commissioners Court approved $1,518,549.70 in claims and a series of routine budget and procurement actions during its July 2 regular session.

Commissioner Hogg moved to approve claims for 07/02/2026, reporting “EFT is $516,863.87” and “Regular claims of $1,001,685.83,” for a total of $1,518,549.70; the motion was seconded by Commissioner Leacock and the court approved it. The action was taken by voice vote after the judge asked for those in favor and announced, “Motion carries.”

The court also approved a line item transfer in County Court at Law No. 2 to provide additional funds for visiting judges for the remainder of 2026. A county court staff member told the court the transfer was requested because the visiting‑judge line was running low and the funds were budgeted; the court approved the transfer on a motion and second.

On agenda items related to public infrastructure, the court approved the naming of a private road southeast of Miller Lane and Shanthal Road as Cypress Valley Drive after staff explained multiple addresses required a distinct road name under the county addressing order. Staff said, “I would recommend approval of this name,” and the court approved it.

The commissioners also authorized a temporary closure of a portion of Sattler Road from 9 a.m. to midnight on July 4, 2026, for the Sattler VFW Post 8573 Auxiliary celebration and directed the county engineer to establish traffic diversion procedures.

In procurement matters the court granted a discretionary exemption under Local Government Code §262.024 to award architectural/engineering design work at JP 3 to Triton Design and Construction LLC, noting the item was budgeted. County staff asked the court to approve the exemption and, separately, to authorize the architectural services agreement that requires commissioner court approval for contracts over $100,000; both motions passed.

The court approved payment of invoice number “200And41900And39” from Texas Wilson for filing cabinets for the Comal County Public Health Emergency Operations Center in the amount of $3,515.14, with funding provided from American Rescue Plan Act (ARPA) interest‑earned funds. Staff explained they had backdated a purchase order to remain compliant with ARPA procurement rules.

The court also approved a requested transfer to cover required training for an appointed justice of the peace who was not included in the adopted 2026 budget; staff explained Judge Long could not attend the meeting and a colleague presented the item on his behalf.

After an executive session held under Texas Government Code §§551.072 (real property) and 551.071 (consultation with attorney) the court returned to open session and established a salary grievance committee pursuant to Local Government Code §152.014(a)(1), directing the county clerk to place the names of 2025 grand jurors on slips to be chosen at random at the next regular meeting. The court also authorized Commissioner Crownover to negotiate on behalf of Comal County on a real‑property matter related to agenda item 10(a). Both motions carried.

The court concluded with reports about July 4 community events, including a new Liberty on the Lake fireworks show and the Hill Country Fun Fest at Jumbo Evans Sports Park; Commissioner Leacock highlighted the VFW Post 8800 Startsville parade, noting it begins at 10 a.m. and was expected to include roughly 45 participants. With no further business the court adjourned at 9:52 a.m.
