Byron council approves CARES Act reimbursement, budget corrections and SPLOST transfers

At its Sept. 14 meeting, the City of Byron Mayor and Council approved a set of budgetary and grant actions intended to reconcile prior-year activity and capture available grant funds.
Council authorized supplemental appropriations to address fiscal-year 2019 adjustments after a review by Council Member Michael Chumbley; Chumbley moved the action and Rusty Adams seconded. The council also approved a time-sensitive CARES Act reimbursement submission for public safety, which Mayor Michael Chidester and Assistant City Administrator Tiffany Sandefur said needed to be filed before a cutoff; Michael Chumbley moved approval and Rusty Adams seconded. The minutes state the reimbursement was approved unanimously and that a second wave of CARES Act submissions would include previously approved building modifications.
On SPLOST funds, City Clerk Telina Allred reported that transfers had not been made timely and that she is evaluating a MICR printer to help with check printing. The council approved immediate transfers of SPLOST funds to the general fund when council authorizes SPLOST-funded items, until the printer capability is available (motion by Michael Chumbley, seconded by James Richardson). Separately, the council deferred an agenda item to establish auto-transfers for the Water/Sewer Enterprise Fund until the new software is in place (motion to pull off agenda by Michael Chumbley, seconded by Alan Dorsey).
The council also approved the Local Maintenance & Improvement Grant (LMIG) FY2021 roads list and the required 30% local match, and authorized submission of a Community Home Investment Program (CHIP) Grant FY2021 application with a $12,000 administrative fee to count toward the city's match (motion by Michael Chumbley, seconded by Chris Hodges).
